This paper analyses the relationship between competitive environment and R&D cooperation with universities and competitors. Our simple model suggests that cooperation creates benefits in terms of synergies but also induces costs due to spillovers. Since the value of these synergies and spillovers depends on the competitive pressure, cooperation propensity depends on the competitive environment. Differentiating between the dimensions of competition, we hypothesize that university cooperation corresponds to quality competition, while horizontal cooperation relates to price competition. Furthermore, we predict that a higher number of competitors reduces the incentives for horizontal cooperation as it diminishes the gains from “collusion”. We test these hypotheses using Swiss firm-level panel data that allows us to control for simultaneity of cooperation decisions and endogeneity of competition. Our empirical analysis supports the relevance of distinguishing between competition dimensions and cooperation partners, respectively. We find that price competition has an influence on university cooperation in the form of an inverted U. Quality competition only has an influence on university cooperation and the relationship shows a U-form. Corruption remains one of the key obstacles to democratization and good governance. Given the nature of the subject, corruption is notoriously difficult to study. International comparisons and rankings of good governance such as the World Bank World Governance Indicators, the Bertelsmann Sustainable Governance Index, or Transparency International's Global Corruption Index are very useful for providing the big picture on corruption. To understand trends and mechanisms of corruption, however, it is necessary to conduct case studies on both successful and failed cases of anti-corruption policies. This paper investigates the successes and challenges of the fight against corruption in South Korea since the beginning of democratization in 1987. The investigation shows that Korea has generally been successful in controlling corruption. The paper argues that the remaining problems can be largely explained by the legacy of authoritarian rule and the undermining of state autonomy through the concentration of economic power. 相似文献

One long‐recognized consequence of the tension between popular sovereignty and democratic values like liberty and equality is public opinion backlash, which occurs when individuals recoil in response to some salient event. For decades, scholars have suggested that opinion backlash impedes policy gains by marginalized groups. Public opinion research, however, suggests that widespread attitude change that backlash proponents theorize is likely to be rare. Examining backlash against gays and lesbians using a series of online and natural experiments about marriage equality, and large‐sample survey data, we find no evidence of opinion backlash among the general public, by members of groups predisposed to dislike gays and lesbians, or from those with psychological traits that may predispose them to lash back. The important implication is that groups pursuing rights should not be dissuaded by threats of backlash that will set their movement back in the court of public opinion. 相似文献

Russia’s challenge to the post-cold war order, and the rise of Islamic State have resulted in a call for increased military spending among NATO members. Despite the increased demand for UN peace operations, any expansion is unlikely to benefit the world organisation. Instead we see an increasing reliance upon regional organisations like the African Union, European Union and NATO, in particular, for robust peace operations. This contribution argues that the articulation between the state and peasant organizations’ internal structures – the class characteristics of their mass bases, their leaderships and the modes of interaction between the two – is critical for determining the nature of contemporary struggles guided by the discourse of food sovereignty. It will show that that counter-hegemonic demands are not synonymous with counter-hegemonic practice; rather than struggling to replace the neoliberal food regime, many peasant organizations employ the food sovereignty discourse as a political tool in their negotiations with the state in order to access resources from within the prevailing neoliberal model, not to transform it. 相似文献
